League Guidelines

The INLINE SKATING CLUB OF AMERICA provides this guide book to inform you of our league rules, regulations, and policies.

ISCA Hockey is - SPORTMANSHIP - The foremost of all values is to learn the sense of fair play.

ENJOYMENT - Inline hockey is to be fun and to be rewarding.

TEAMWORK - The strength of working together.

The ISCA's intention is - Designed to meet the need of all players, from basic skills and physical development, to players with the desire and ability for a more competitive experience.

OFFICIAL PLAYING RULES

Age Classification Level Age (as of the first day of each season)

Mites 8 years old and under

Squirts 9 to 11 years old

PeeWees 12 to14 years old
Bantams 15 to 17 years old

Adults 17 years old & above

Teams 4 players plus one goalie

All players must wear matching uniforms/properly numbered.

Only 1 coach and 2 assistant coaches are allowed on the players bench during a game.

Rosters Minimum of 11 players, maximum of 16. Each team must submit a written roster.

The use of any ineligible players will cause team to forfeit automatically. Players may be added to the roster up to the fifth game of the season by filling out proper forms.

A player who has not met his financial commitments, is ineligible to play. Any team using an ineligible player, will forfeit. A complete team payment is due before the first game.

Mandatory Equipment

HECC approved hockey type helmet

Full face mask *

Mouthpiece

Elbow Pads

Hockey type gloves

Knee and Shin Protection

* Full face mask is not required for players over 18,but is highly recommended

Scheduled Games There will be no rescheduling of games for any reason. If the minimum amount of players are not here and ready to play at the scheduled time, the game will be a forfeit and will not be replayed. Any team that forfeits three games in one season will be eliminated from the remainder of the season with no refunds.

Body Checking No body checking is allowed at any level.

Game Length Three 15 minute running time periods. Stop time the last 5 minutes of the third period, if the score is within 2 goals. Each team is permitted 1 one minute time out per game, a five minute warmup time, and a one minute rest between periods. An official game is after 2 full periods.

Offsides No offside rule.

Penalties Minor Major Misconduct

2 min. 5 min. 10 min.

Game Misconduct - Automatic one game suspension.

Any player receiving three game misconduct penalties during a season will be removed from the league.

Game Ejection - Any player who receives 5penalties in the same game shall be ejected and receive a one-game suspension..Fighting - Fighting will not be tolerated! A $25 fine plus a game misconduct penalty will be assessed to any player. Any player or coach who receives a match penalty or gross miscon-duct penalty will receive a minimum 2-game suspension. During the game, any coach or team official who leaves the bench and goes on the rink for any reason, except in the case of aninjured player, shall be ejected from the game and receive a 2-game suspension. Any coach or team official, who in the opinion of the referee,encourages his players to violent actions or condones such actions, shall be suspended for a minimum of 5 games. Anyone fighting after a game is over will receive a minimum 3 game suspension.

Suspensions A suspended player is not allowed in the building

either to participate in or view a game. A suspended player can not return until his fine is paid. Any coach using a player under suspension will receive a 2 game suspension and the game declared a forfeit. The player will receive an additional 1 game suspension. Any coach who is ejected from a game or who is serving a suspension, may not be in theplayers area or coach his team in any way. The league director shall have the power to suspend any team, player or coach for conduct detrimental to hockey, either on or off the rink. No one, except the league director and referee-in-chief, can increase or reduce a suspension.

METHOD OF DETERMINING THE WINNER

The following is the method used in determining the winner of a league division champ:

The team in each division accruing the greatest number of points shall be declared the champion. The points are awarded as follows:

Win - 2 points

Tie - 1 point

Loss - 0 points

If two or more teams are tied with total points, the standings will be decided using the following criteria:

1) Teams having accrued the most points among the tied teams

(head-to-head)

2) Team having the fewest goals against in all division games.

3) Team having the most goals in all division games.

If still a tie results, a single elimination game will be played to determine

winner.

CODE OF ETHICS

* All organizations are responsible for the actions of their team members, team officials and their fans.

* All individuals associated with the ISCA or one of its member organizations shall conduct themselves in a proper manner at all times.

a. Improper conduct is defined as behavior deemed detrimental to the philosophy and objectives of the League, as well as any action which produces results detrimental to any team or individual players in the League.

b. Repeated instances of improper conduct shall be dealt with by removal from League.

* All individuals associated with the ISCA or one of its member organizations are expected to uphold the value of honesty, good sportsmanship, and have respect for the integrity and the role of the other member organizations as well as their own organization.
